Common Rules for UAV Operation in Civil Protection and Disaster Assistance

For the first time, the Federal Office for Civil Protection and Disaster Assistance (BBK), together with over 50 experts from aid organizations, fire brigades, the Federal Agency for Technical Relief and experts from the aviation industry, has developed recommendations for joint regulations on the use of drones in civil protection.

"Drones can do a lot of good in civil protection. I am convinced that the application of the draft regulations will make drone missions safer and significantly more effective in times of disaster and crisis. This is especially true for large claims when multiple teams are deployed. These goals were always in the focus of everyone involved, although there were many difficult questions, "said Christoph Unger, President of the Federal Office for Civil Protection and Disaster Assistance.

The added value of drones for civil protection is particularly evident when working in inaccessible or dangerous terrain as well as in confusing locations. With drones, the operations can be better coordinated and the risk for the emergency services reduced. "Drones can be helpful, for example, when creating a situation image, when locating people or animals, such as thermal imaging sensors, as well as when transporting smaller objects," says Unger.

The Joint Arrangements have been prepared for the purpose of defining uniform minimum standards for resource planning, operations, training, practice and risk management. These aspects serve not least the flight safety.
